Thats really all it seems like, after its' made. Hiding in a message or a website seems like a really convenient thing to do. Just send an email that says "Check the underbill please, I know you like my artwork" or whatever.

Security is the most likely answer, banks are extremely paranoid about credit cards. They've been hacked before and it's not like they're free to make your payments, someone is going to get fired or arrested if they try anything they shouldn't.
I'm guessing whoever did this is fairly well-connected. A hacker who has enough skill can buy $100 worth of prepaid credit cards for $50 and then attempt to sell them at a markup. They could do the same thing with Visa gift cards but that's usually considered too impersonal.
If you can't think of anything else, then maybe the bank did something to it.

The effects of angiotensin-converting enzyme (ACE) inhibition on blood pressure, metabolic, and hemorheologic variables were assessed in 13 healthy normotensive subjects and in 18 patients with essential hypertension. Each subject received four treatments in random order: placebo, enalapril 10 mg once daily, captopril 25 mg twice daily, and enalapril 10 mg once daily in addition to captopril twice daily. Blood pressure and heart rate were measured on three occasions by an observer unaware of the treatment. After a 2-week drug-free period, metabolic variables were assessed before and after ingestion of a meal (250 ml) containing 52.4 g carbohydrate. Postprandial blood glucose and insulin concentrations were similar in the two hypertensive groups. Plasma cortisol concentration was decreased after both captopril and enalapril, and the difference in the effects was greater in the hypertensive than in the normotensive subjects. Compared with the placebo treatment, enalapril (without captopril) reduced postprandial blood pressure, plasma angiotensin II concentrations, and plasma renin activity.
